Contracting Officer, 618-256-1900 ext 262. The AMC Contracting Flight
intends to enter into a lease agreement for up to five months,
commencing on 1 Nov 96, for the Government's use and operation of seven
commercial deicing truck-mounted spraying units capable of dispensing
Type I (AMS 1424) and Type II (AMS 1428) propylene-based deicing fluid.
The deicing units must have the capability to accomplish hot water
deicing (free of deicing fluid) between 175 degrees and 195 degrees
Fahrenheit and must maintain deicing fluid system between 180 degrees
and 195 degrees Fahrenheit. The deicing units must also contain proper
deicing fluid/water ratios to provide the mix. The heater capacity and
pump capacity must be able to provide for a minimum fluid temperature
to be accomplished between 25 and 20 minutes or less. The deicing units
must also have major components consisting of truck chassis, spraying
unit, boom assembly, work platform, stabilizers, hydraulic system,
auxiliary engine, fluid tanks, pumping system, delivery system, fluid
heater system, truck data plates and operating instructions. The
deicing units must also provide hand-operated, multi-directional hot
air blast nozzle system (located on the work platform) to dispose snow
from aircraft surfaces, prior to the deicing/anti-icing operation. The
deicing units must be capable of providing sufficient volume and
pressure to spray from the wing tips of a KC-10 Aircraft to the tail
while the engines are running. The boom provided on the spraying unit
shall elevate and telescope to a minimum height of 42 feet (measured
from the ground to the bottom of the basket), with two occupants
(minimum of 450 pounds) without the use of outriggers. Side reach shall
be at least 26 feet. A minimum of 40 hours of commissioning are to be
provided at McGuire AFB NJ. Commissioning shall include, as a minimum,
specific theory and techniques of Type I and Type II fluid deicing and
anti-icing fluid application, troubleshooting and maintenance (if
troubleshooting and maintenance are not included in the lease
agreement). The deicing units are to be provided for use at McGuire AFB
NJ. The Standard Industrial Code for this acquisition is 7359 and the
Small Business Size Standard is $3.5 Million. The solicitation is
expected to be released on or about 15 Jul 96. All responsible sources
may submit a proposal which shall be considered. All interested
offerors shall indicate their business size (i.e., small or small
