Development Command (NAVMEDRSCHDEVCOM) will grant funds to support the
development and implementation of a Coastal Cancer Control Program in
conjunction with a State-owned comprehensive cancer center serving
coastal South Carolina. Proposals will be funded based on evidence of
capabilities to meet the objectives of the program. The
NAVMEDRSCHDEVCOM will review for potential funding any proposals
addressing the Coastal Cancer Control Program that meet the selection
criteria described below. This announcement constitutes a Broad Agency
Announcement (BAA) as governed under the FAR 6.102(d)(2). This
announcement will be open for 30 days from issuance of this notice.
Proposals may be submitted any time during this time period to the
Naval Medical Research and Development Command, 8901 Wisconsin Avenue,
Bethesda, Maryland 20889-5606. Subsequent to review and evaluation,
awards will be made on or about the end of this fiscal year, 30
September 1996. Award decisions will be based on a competitive
selection of proposals after administrative, budgetary, and scientific
peer review. Due to the closure of the Myrtle Beach Air Force Base and
the Charleston Naval facilities, access to critical preventive health
care services for military dependents along coastal South Carolina has
become more difficult. Proposals must address solutions to the reduced
access to care by providing mobile screening, education, preventive
intervention, and follow-up care to military dependents and other
medically underserved citizens of coastal South Carolina. Proposals
will be evaluated based on the following criteria: (1) a conceptual
plan to deliver the required care, (2) integration with South Carolina
State-owned comprehensive cancer center university capabilities,
serving coastal South Carolina, (3) quality of proposed care delivery,
(4) qualified personnel involvement, and (5) realistic proposal costs.
All five criteria must be directly addressed and justified in the
proposal submission. Proposals must include completed certifications

submittal statement which identifies the announcement that the proposal
