D -- ON-SITE PROFESSIONAL SOFTWARE SUPPORT AND TRAINING SOL 52SBNB6C9131 DUE 071596 POC Linda Shariati (301) 975-5053 The National Institute of Standards and Technology (NIST) intends to obtain on-site professional software services for the National Technical Information Service (NTIS). The proposed contract is 100 percent set aside for small business concerns. The Standard Industrial Classification Code is 7379 and the size standards in dollars is $18 mil. The Contractor shall furnish a Senior Programmer/Analyst to provide on-site professional services in support of CIS.PUB and provide training to NTIS personnel. The Senior Programmer/Analyst shall have a minimum of 8 and a half years experience in computers, a minimum of five years experience in providing training in the field of computers in a classroom environment, and experience in the type of work required in the contract. The Senior Programmer/Analyst shall have a degree in the field of computers and an educational background in training (such as, courses relevent to being an instructor or how to give a training class, or a degree in education). Computer experience shall include one and a half years or greater of CIS.PUB experience and seven years of Universe PICK BASIC experience. CIS.PUB is NTIS' Order Processing/Accounting System. It is written in PICK BASIC under V mark's Universe RDBMS. The software is running on an HP9000 T500 computer. The Contractor support shall be provided at the NTIS offices in Springfield, Virginia from Monday through Friday between the hours of 8 am to 5 pm. The Contractor shall provide services outside of the period of 8am to 5 pm on a task order basis. Government Furnish Equipment will be provided by NTIS and will include a work space, a desk, a chair, a computer, a telephone, a printer, access to a copier, and access to a fax machine. Services shall be provided from the effective date of the contract through September 30, 1996. This will be the base period of the contract. The contract will include an option period for on-site professional software services during the period from October 1, 1996 through September 30, 1997. The Contractor shall provide biweekly verbal status reports as well as monthly written status reports. The Contractor shall provide a broad range of information technology support services to NTIS, including but not limited to: Provide system optimization support by identifying areas of software that can be modified to improve performance; Train NTIS Operational staff in the use and support of the CIS.PUB system. This on-going effort shall be accomplished through a combination of formal classroom instructions to various sized groups and informal, low student/teacher ratio, hands-on training; Review source code, data files, and existing reports pertaining to the accounting subsystem within CIS.PUB and its recording of earned revenue; Modify CIS.PUB code in accordance with agreed upon procedures; Assist in systems analysis and programing support for the complete integration of CIS.PUB with NTIS' FedWorld and ADSTAR electronic systems; and, Fix any problem resulting solely from the contractor's modifications for a period of one year beyond the period of performance. The Contractor shall provide the same warranty terms for fixing problems as the terms offered to the general public in customary commercial practices. The Government requires that the warranty cover at least one year for fixing problems resulting solely from the Contractor's modifications to the system. The period of performance will be the period from the effective date of the contract through September 30, 1996 and may be extended if the option period is exercised. The Request for Proposals (RFP) will be available approximately seven days after publication of this announcement and responses will be due approximately eighteen calendar days after issuance. All responsible sources may submit a proposal which will be considered by the agency. All requests for the RFP must be in writing to the above mentioned address. See Numbered Note 1. (0172)
