services including investigative, design and construction period
services, for replacement of elevator control systems of three electric
traction driven elevators, two passenger and one freight, within
patient care facility, Building 1, at the VA Medical Center, Dallas,
Texas. New system will match previously designed and installed system
currently in use on Building 2 passenger elevators 1, 2, 3, 4, 7 and 8
and service elevators 5 and 6. Work will include completion of
investigative report stating recommended modifications, priorities and
costs; complete design of digital controls and remote monitoring
systems matching previously designed systems; certain cab and drive
component modifications; modification of certain architectural
elements; detailed and accurate cost estimate; specification of
warranty and extended service requirements, including identification
and frequency of maintenance tasks; evaluation of priorities based on
available construction funding, adequate project alternates assuring
contract award within established budget amounts; and construction
period services for submittal review and periodic inspection of
installation. Construction drawings are to be produced on AutoCad vs 12
and will be dimensioned in both English and metric. Construction cost
range is $500,000 to $1 million. Investigative services and design
shall be completed within 60 calendar days after negotiated start date,
excluding Government review time. A/E selection will be based on the
following criteria and maximum point values are shown to reflect
relative importance: 1) 50 points-Specialized experience and technical
competence in the type of work to be performed. A/E shall have
in-house elevator design capabilities. Hospital elevator experience is
required. 2) 50 points-Past performance designing within budgeted
construction cost limitation, preparing accurate and highly detailed
construction cost estimates, and controlling costs during construction.
3) 40 pts-Capacity to accomplish work in the required time, as
evidenced by past performance. 4) 40 pts-Quality control methods used
to ensure technical accuracy of work, as evidenced by past performance.
5) 40 pts-Professional qualifications of staff and consultants.
Registration of designers by appropriate organization is required.
Contract requires registration of all designers. 6) 10 pts-Experience
and capabilities using CADD. Disk submissions will be on AutoCad vs 12.
7) 10 pts-Geographic location of A/E firms and consultants servicing
offices. 8) 10 pts-Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. In accordance with PL 100-656, this acquisition is
NOT restricted to business size. Standard Industrial Code (SIC) 8711,
Engineering Services, applies to this acquisition and the small
business size determination is NTE $2.5 million in average annual
receipts during the preceding three fiscal years. Architect-Engineer
firms which meet the requirements in this a announcement are invited to
submit (1) a Standard Form 254, Architect-Engineer and Related Services
Questionnaire, and (2) a Standard Form 255, Architect-Engineer and
Related Services Questionnaire for Specific Project. Submissions shall
