Dashiell (202)231-2947. This requirement is for commercial services,
and it is made on behalf of the Defense Intelligence Agency by the
Virginia Contracting Activity. This action is 100% small business
set-aside. The associated Standard Industrial Code (SIC) is 7381. A
firm is a small business for the purpose of this requirement if it is
any concern, including its affiliates, tat is independently owned and
operated, not dominant in the field of operation in which it is bidding
on Government contracts and whose average receipts for the preceeding
three fiscal years do not exceed $6 million. This action falls within
the Service Contract Act, and a Wage Determination has been requested
from the Department of Labor. (1) The Virginia Contracting Activity
intends to establish a firm fixed price contract for security escort
services and classified waste collection, removal, and destruction work
at Building 4505, Redstone Arsenal, Alabama. Performance shall be IAW
the standards specified herein. The Contractor shall provide eight
full-time employees, each working eight hours per day. The workday will
be scheduled to cover the period 7:00 am to 5:30 pm during the normal
business week. Weekends and Government holidays are excluded. One of
the employees shall be Project Manager. (2) The Contractor security
staff shall be required to accompany those personnel that do not have
the appropriate security clearance and/or access authorization, and
monitor the uncleared visitor(s) movements in the secure area of the
building. This entails ensuring that those personnel with a valid need
to enter the secure area are appropriately registered and badged by
Contractor security staff before entering, that doors to offices in
areas through which uncleared personnel must transit are closed, and
that occupants present in such spaces are given prior notification of
the impending entry of uncleared personnel so as to preclude any
inadvertent unauthorized disclosure of classified/sensitive
information. (3) The Contractor shall be required to operate the
classified materials destruction machine in Building 4505. This
includes feeding classified waste into the destruction machine, and
remaining with the trash until all material is properly disposed. Carts
for collection of classified waste will be provided by the Government.
(4) The Contractor shall provide a Project Manager who shall be
physically present at the work site whenever services are being
performed. The Project Manager shall be responsible for the management
of this contract and shall be the point of contact with the
Government. (5) Prior to commencement of contract performance, the
Contractor shall furnish the Contracting Officer's Representative
(COR), in writing, a list of personnel designated to work under this
contract. The list shall contain the name, address, telephone number,
and security clearance for each Contractor employee working on this
contract. (6) The Contractor shall obtain installation entry passes for
each of his employees from the COR. Contractor employees are subject to
being searched, at the discretion of the Installation Commander, when
entering or leaving the installation. Upon completion of the contract
or in the event an employee is terminated, the Contractor shall return
all passes from such employees to the COR. (7) All Contractor
employees shall park their personal vehicles on the premises in the
area designated by the COR. (8) The Contractor shall establish and
implement methods of ensuring that the keys issued to Contractor
employees by the Government are not lost, misplaced, or used by
unauthorized persons. Contractor employees shall report the loss of any
key(s) to the Project Manager, who shall then report the loss to the
COR, immediately after a determination has been made that a key is
missing. (9) Three people are required to operate the classified waste
materials destruction machine. The Contractor will NOT be required to
provide additional personnel, however, on the days classified waste is
destroyed, even though such document destruction may from time to time
impact security escort service. This situation will NOT be considered
cause for complaint by the Government. Destruction of classified
materials will be accomplished as often as necessary, but no less than
twice each week. All safety equipment used while operating the
destruction machine will be provided by the Government. In the event of
a problem with the destruction machine, wherein Contractor employees
are required to remain with it beyond the end of the normal duty day,
additional time worked will NOT be paid as overtime. All classified
materials destruction and cleanup shall be scheduled for performance
during the normal duty hours of 7:00 am to 5:30 pm. Contractor
employees are not required to be armed, and uniforms, radios, pagers,
and vehicles are NOT required. An off-duty area will be provided in
Building 4505 for use by Contractor personnel when not involved in
performing services. The Government will provide a telephone in the
area but NO other equipment, furnishings, or supplies. Each Contractor
employee MUST have a Top Secret security clearance with access to
Sensitive Compartmented Information (TS/SCI) to work on this contract,
and the security clearance shall be required for each employee at the
time performance begins. The Contractor shall request SCI access IAW
DIAM 50-5. If the Contractor uses SCI-cleared personnel from another
agency, a list of all such personnel will be provided to the COR, to
include the name, social security number, agency sponsoring the
individual(s), and level of security access for each person. Also, in
order to provide a surge capability, the Contractor shall have
available five SCI-cleared part-time security escort employees. These
employees shall be utilized whenever more than the usual eight fulltime
security escort staff are required such as over weekends, holidays, or
during special requirement situations as deemed necessary by the COR.
This contract shall have a base year performance period of 1 October
1996 - 30 September 1997, with options for four additional years. All
contract services shall be performed in Building 4505. The criteria for
awarding this contract will be described in the solicitation. Commerce
Business Daily numbered Note 1 applies. Requests for the solicitation,
