FISC Norfolk, Detachment Washington, has a requirement for the Department of the Navy Consolidated Postal System, Washington, DC FISCNORVADETWASH intends to award a sole-source contract to Bell & Howell to provide maintenance services and software licensing agreements on Bell & Howell proprietary ''Jetstar'' postal sorters and encoding equipment. The postal equipment located at the Consolidated Postal System is operated by software designed exclusively by and for the Consolidated Postal System's Bell & Howell Jetstar system. The equipment to be maintained includes a Jetstar J1500 Sorter and Jetstar Encoder. The software licensing agreement is for first class and third class mail sorting software. The government may require maintenance on additional equipment whether or not comparable items are already priced in the contract. However, the contract's value for the base period and each option period may not be increased by more than 25% to provide for maintenance of additional equipment. The period of performance will be for one(1) base year and four(4) one-year options. All responsible sources may submit a proposal which will be considered. See Note 22. (0192)
