D -- SOFTWARE AND DATABASE POC Contact Point, Shirley Bailey, 202/720-8227, Contracting Officer The Government intends to negotiate with MIGInc., (hereafter referred to as the Vendor) on a sole source basis for the procurement of a software and database system: 1) A software and database together produce regional input-output models, aggregation templates, multiplier reports, transaction, make, and use matricies, and social accounting matricies (SAM~s). The database is composed of 51 state databases (including DC) disaggregated down to the county level and to 528 sectors. The software allows one to build an input-output model for a county, an inter-or intrastate group of counties, or a multi-state region. The Windows platform of the software will correct programming flows of the DOS platform, interface with spreadsheets, and print out GAMS-readable files. Approximately 160 MB in size and available on CD-ROM; 2) 3 concurrent user site; - license; 3) On-site Training Workshop to be completed prior to December 31, 1996. The statutory authority for other than Full and Open Competition is 10 U.S.C. 2304 (c) (1). Only one responsible source. The anticipated award date is August 26, 1996. See Numbered Note 22. (0193)
