AFB, WA 99011-9403 B -- COMPLETE AN ENVIRONMENTAL BASELINE SURVEY OF THE GEIGER FIELD
HOUSING AREA SOL F4561396Q1220 DUE 080996. Contact A1C Rob Roberts,

509/247-3859. This is a synopsis for an Environmental Baseline Survey
of the Geiger Field Housing Area. The completion of the survey will
involve all the items listed in AFI 32-7066(April 1994). The major
concern is the operation of underground petroleum storage tanks and the
amount of spillage/leakage which has occurred. The impact upon the soil
and groundwater must be assessed. Review and summarize all
environmental data provided by the Air Force. Develop a work plan which
incorporate all the formats items from AFI 32-7066. Locate and install
a minimum of three 2 inch diameter groundwater monitoring wells to
depth of 20 feet. These wells shall be screened for an approximate
depth of 10 feet, beginning at the highest groundwater level detected
during the drilling process. The purpose of the wells is for the
determination of possible groundwater contamination from heating oil
tanks in this area. Survey existing groundwater levels in the new wells
for the purpose of verifying the direction of groundwater flow. Collect
three sets of samples from the wells over a one month time period, as
a minimum, these samples shall be analyzed for WTPH-D (method 8015
Modified). Randomly sample soil at a depth of 24 inches in the
immediate vicinity of 10 tank sites in the housing area. The soil
samples shall be analyzed for WTPH-Diesel. Summarize regulatory
requirements applicable to environmental conditions existing at the
site. Outline compliance issues which must be addressed. Supply a
report of all findings and recommendations. Obtain a concurrence of
Washington Department of Ecology. Provide a work plan and obtain
approval of this document from the government within 30 days of the
Notice to Proceed (NTP). Submit a rough draft copy of the report within
90 days of the NTP. The rough draft report must be submitted to the
government and the Washington Department of Ecology. Upon review and
incorporation of comments, provide six copies of the final report with
approval from the state regulatory agency. All work must be completed
within 120 days of the NTP. Provide all information in IBM/Word for
Windows 6.0 and all data charts in EXCEL. Submit all electromagnetic
media on 3.5'' double sided high density diskettes. All mapping/plan
sheets shall be submitted in AUTOCAD Version 13. This project is going
to be a 100% small business set-aside. Simplified acquisition
