People Who Are Blind or Severely Disabled (the Committee) requires the
services of a contractor to implement an existing methodology for a
benefit/cost analysis of the Javits-Wagner-O'Day (JWOD) Program. Under
the JWOD Program, the Committee oversees the Government's procurement
of selected commodities and services from qualified nonprofit agencies
which employ people who are blind or have other severe disabilities.
The contractor will implement phase two of a multi-phase research
study. The objectives of phase two are: 1) to conduct a study of the
impact of the JWOD Program on Federal Government procurement prices; 2)
to provide technical assistance to Committee staff in conducting a
survey of Federal customers of JWOD commodities and services; 3) to
conduct a study of nonprofit agencies participating in the JWOD
Program. Completion of these objectives is expected within a two-year
period beginning October 1, 1996. Level of effort for the contractor is
