The Naval Sea Systems Command intends to issue orders on multiple occasions over the period of Basic Ordering Agreement N00024-96-G-6115 with Sippican Incorporated, Seven Barnabas Road, Marion, MA 02738-0861. Orders will be issued for maintenance assistance modules of AN/BQH-7 and AN/BQH-7A recorder components pursuant to 10 U.S.C. 2304(c)(1). Sippican is the designer, developer, and sole producer of the AN/BQH-7 and AN/BQH-7A Recorders. It is the only company which possesses the knowledge, experience, tooling, and equipment necessary to perform the work described herein. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
