This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DAAL01-96-R-9825. This acquisition is issued as a request for proposal (RFP). It is intended to award a sole source contract to Brault Research Organization, Inc., 6400 Grant Road, Suite 350, Tucson, AZ 85715, pursuant to 10 U.S.C. 2304(c)(1). Market research has demonstrated that Brault Research Organization, Inc., is the only vendor capable of meeting the Government's minimum needs. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The associated standrad industrial classification code (SIC) is 3826. The small business size standard is 500 employees. The following is a list of contract line item numbers and items, quantities and units of measure. CLIN No. 0001, Description: OmniScat'R 1000A with Polarization, Quantity one (1) each. Description of Requirements: The Army Research Laboratory intends to procure an OmniScat'R 1000A with Polarization. The OnmiScat'R 1000A is a table top scattermeter system, which has a capability of making measurements in the field. The in-plan capability of the system is 2-85 degrees, with a +/-22 degrees out of plane range. The system shall include two standard laser sources, one in the visible region, and the other in the near IR. The system shall be capable of accepting an optional wavelength tunable broadband, even though it is not currently available. The system shall be a complete turn-key system, with full documentation and installation. The system shall provide the following capabilities; does not require special facilities (clean room - special lighting); operation and data reduction by non-degree operators; size allows both for lab and field use; autocalibration and automated scan; and system speed reduces months of present methods testing to weeks. The Contractor shall install the OmniScat'R 1000A with Polarization system and demonstrate that it is fully operational prior to Government acceptance. The Contractor shall provide one (1) copy each of the operator and maintenance manuals for the OmniScat'R 1000A with Polarization system. The Contractor shall provide their standard commercial warranty. Delivery is required by 30 April 1997. The Contractor must notify the Contracting Officer at least 10 days prior to delivery. Delivery shall be made to the Army Research Laboratory, Logistics Receiving, Building 434, APG, Maryland. Acceptance shall be performed at Army Research Laboratory, APG, Maryland. The FOB point is destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
