A -- LASER AIRBORNE BATHYMETRY SURVEY (LABS) SYSTEM POC Lynn Martin, Contracting Officer, (301)-227-2302, FAX (301) 227-2218/5573 SOURCES SOUGHT--The Defense Mapping Agency (DMA) intends to procure through full and open competition the Laser Airborne Bathymetry Survey (LABS) System. LABS acquisition and implementation is a joint DMA and Navy effort under the Defense Hydrographic Initiative. The objective of LABS is to enhance hydrographic survey capability against conventional nautical charting requirements in shallow and costal waters; to increase the quantity and currency of hydrographic surveys; to contribute to the population of the Master Seafloor Digital Data Base (MSDDB); and to provide a self-contained system for rapid survey of areas of high or emerging importance. LABS will satisfy requirements to conduct hydrographic surveys to support Joint Littoral Warfare and to meet legal obligations to provide data necessary to ensure the safe navigation of American ships outside US territorial waters. LABS will provide the capability to collect, process and validate data in accordance with International Hydrographic Organization Standards and Navy survey requriements. LABS data will be used by DMA to produce new or revised charts and related publications. The LABS System will incorporate the functionality to: plan and execute airborne laser bathymetry surveys, plan integrated surveys including airborne and conventional components, provide for management of surveys and collected data; provide for automated processing and analysis of collected data; provide for operator access to waveform and other relevant data to support analysis and validation; provide for derivation and application of tidal data corrections; provide output to interface with Naval Oceanographic Office and Hydrographic Source Assessment System (HYSAS) tools for data analysis and validation; provide the capability to produce products in the field to support data validation and survey management processes as well as interim and final field products in digital format and as hard copy; interface with HYSAS to support the population and maintenance of the Master Seafloor Digital Database (MSDDB); provide for operations and maintenance as a deployable survey system for extended periods of time to remote operating areas outside CONUS; optimize efficiency of survey processes through performance of all functions reasonable as airborne processes during the expected eight to ten hour duration survey flights; and provide for complete processing and validation in the field requiring minimum review at in-house facilities. The LABS System will be composed of commercial off-the-shelf (COTS) hardware and software to the maximum extent possible to meet all functional and performance requirements. The LABS System configuration and component design will be consistent with the designated candidate platform(s) and will accommodate deployed remote operations. The LABS System configuration and design will also accommodate the transportability requirements associated with operations, maintenance and logistics aboard the selected plantform(s) and with remote survey operations. The LABS System will provide up-do-date technologyfor automated pre-survey planning, data acquistion, procesing, validation, data output, and production of products for surveys in relatively clear, shallow waters, essentially world-wide. Contractor support is required to provide the following for the LABS System: commercial off-the-shelf and developmental sensor hardware and software, survey planning and data acquisition hardware and software, data processing, analysis and validation hardware and software; documentation; program management, sytems engineering, integration and verification, configuration management, logistics, training, data management, and technical support; as well as options for maintenance and for operations. This is not a request for proposal (RFP) and is not to be construed as a commitment by the Government to ultimately issue a solicitation or a contract. It is requested that interested parties submit a written or faxed request to receive a draft copy of the effort. All requests shall be submitted within fifteen days after the publication of this announcement. Comments to the draft shall be due thirty days after issuance of the package. (0198)
