(703)767-1176 U-the DLA administrative support Center (DASC) has a
requirement for a affirmative employment program plan for minorities
and women. DLA intends to negotiate on a sole source basis with Simmons
college, Boston, Massachusetts for the DLA program for developing
managers, PDM for executive training, in support of the agencies
continuing initiative to address and Deal with ''glass ceiling''
inhibitors to the advancement of women and minorities into positions of
leadership within the DLA work over. This is a combined
synopsis/Solicitation for Commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only Solicitation; proposals are being requested and a written
Solicitation will not be issued. The acquisition will be a firm-fixed
price contract for training for theperiod, Sept 15-Oct 11, 1996. The
training must be an intensive experience emphasizing quanatative
skills, team building, strategicthinking, meditation, negotiations, and
the critically important behavioral aspects of management. The training
must be customized for DLA to incorporate the characteristics for the
agency'S corporate structure and business Operations into its
curriculum. The training required will be for 20-25 participants. The
training must be provided in a classroom setting. The following task
are required: Contractor meet with agency officials to determine
preliminary plans for development of training; contractor develops a
time schedule for performance and delivery of training; contractor
develops customized curriculum for agency review within a predetermined
time frame as agreed upon by the agency and the contractor;
Solicitation and screening of candidates through joint efforts of the
contractor and the agency; contractor delivers training at residential
site and host graduation and/or recognition ceremony to present
certificates of completion to participants;contractor to provide after
action report on the training to the agency. This Solicitation
SP4700-96-R-0046 is being issued as a request for proposal (RFP).
SP4700-96-R-0046 and incorporated provisions and clauses are those in
effect through Federal acquisition circular 90-38. Provision at FAR
52.212-1 instructions to offerors-Commercial items applies to this
Solicitation. The clause at FAR 52.212-2, evaluation-Commercial items
applies to this acquisition. Evaluation of all offers will be made to
determine the responsive and responsible offeror which satisfies all
mandatory requirements at the lowest overall COST. Offerors are to
include a completed copy of the provisions at FAR 52.212-3, offeror
representation and certifications-Commercial items with their offer.
This clause at FAR 52.212-4 contract terms and conditions-Commercial
items applies to this acquisition. The clause at FAR 52.212-5 contract
terms and conditions required to implement statues or executive
orders-Commercial items applies toacquisition. Offers are due by 2:00PM
