Z -- PROCUREMENT NOTICE - JOB ORDER CONTRACT FOR THE LOS ANGELES, ORANGE AND RIVERSIDE COUNTIES, CA Sol. N68711-95-B-8569. Due 083096. Contact Sandra Craft 310/626-6110/Contracting Officer, Gwen Lavender. This is a Request for Proposal for an indefinite quantity firm fixed price Job Order Contract (JOC). Work under this contract includes construction, alteration and repair of Government facilities in the Long Beach/Los Angeles County, Seal Beach Area, Orange County; Corona/Corona Area, Riverside County, CA. It is anticipated that the majority of the work till take place at the Naval Weapons Station, Seal Beach and the Naval Warfare Assessment Division, Corona. Services to be furnished will be ordered by issuance of specific delivery orders for various types of work in accordance with the Unit Price Book and Specifications. The minimum delivery order amount is $2,000.00; the maximum delivery order amount is $1,000,000.00. The ordering period will be a base period of 12 months with two (2) additional twelve (12) month option years to be exercised at the discretion of the Government. Delivery or performance shall be specified in individual delivery orders. Payment and performance bonds will be required. The minimum contract amount will be $200,000.00 per contract period and the maximum will be $3,000,000.00 per contract period. Proposals shall consist of a Technical proposal and a Business Proposal. The Technical Proposal will be evaluated against a detailed evaluation criteria on the factors: 1) price and 2) quality (technical/management) and subfactors including Experience and Past Performance Quality Control, Staffing and Subcontracting Support Capability. The Business Proposal shall consist of two coefficients for each year, one for normal working hours and one for other than normal working hours. This co-efficient (multiplier) must include the offeror's overhead, profit and all other contingencies as described in the schedule. The co-efficient will be applied to the various prices in the ``Unit Price Book'' and/or specs to determine the value of each delivery order. In order to be considered, proposals must include all requested information identified in the solicitation package. A Proposal Bond in the amount of 20% of the minimum contract amount must be included with the proposal. There will be one (1) contract awarded. Following award, the name of the successful contractor and the awarded coefficients will be announced. The solicitation package will be available on or about 30 July 1996. Contractors desiring a copy of specifications and Unit Price Book will be charged $51.46 per set. A check payable to the Commander, Long Beach Naval Shipyard, should be submitted with the request for each set of bidding data. This acquisition is unrestricted and is open to large and small businesses. Offers will be considered from all responsible sources. The Standard Industrial Classification Code is 1542. The related small business size standard is $17 million. NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office.
