COMMERCE BUSINESS DAILY ISSUE OF JULY 29,1996 PSA#1646US Department of Commerce/National Oceanic and Atmospheric
Administration (NOAA), PGAS, Procurement Operations Division, 1325 East
West Highway, Station 4301, Silver Spring, MD 20910-3283 59 -- MIN/MAX TEMPERATURE SYSTEM ELECTRONIC UNIT SOL 52-DGNW-6-90167
POC Eleanor E. Kaul, Contract Specialist or Gregory N. Smith,
Contracting Officer, 301/713-0823 or fax 301/713-0806 The National
Weather Service (NWS) of the National Oceanic & Atmospheric
Administration (NOAA) has a requirement for the procurement of up to
725 maximum/minimum (max/min) temperature systems (MMTS) to include
manufacturing to Government supplied design specifications and testing
of the units. An option for up to 175 additional MMTS shall be
included. The MMTS shall collect, process, and display ambient
temperature data, store the max/min temperatures until reset, and
display the max/min temperature upon query. The MMTS consists of an
electronic unit subassembly, a temperture sensor subassembly, and an
instrument shelter subassembly. The MMTS electronic subassembly shall
be located indoors and operate on 117 volts AC, +10%/-15% at 60 Hertz
(+/- 5 Hertz). The electronic unit subassembly of the MMTS shall be
encased in a plastic enclosure and shall incorporate a LED display that
is readable from greater than three (3) feet. The unit shall display in
degrees Fahrenheit. A thermistor is used to construct the temperature
sensor subassembly and is housed in the outdoor instrument shelter
subassembly. The instrument shelter subassembly shall be located
outdoors and consist of plastic parts molded from a white, opaque,
ultra-violet stabilized material. All artwork, parts lists, and
schematics necessary to reproduce all printed circuit boards will be
provided by the NWS. The max/min temperature system and its various
funcions are controlled by software contained in 1024 bytes of Read
Only Memory (ROM) that are part of the microprocessor installed in the
electronic unit subassembly. The microprocessor with the masked ROM
control program will be provided by the NWS to the contractor for all
preproduction and production units. Government acceptance of the MMTS
shall be contingent upon the system successfully passing all tests
associated with the Contractor's and the Government's Quality Assurance
(Q/A) programs. The Q/A provisions follow a logical sequence providing
thorough testing of preproduction units prior to NWS written
production release followed by limited testing of production systems to
demonstrate compliant operation in the absence of infant-mortality. All
responsible sources interested in this procurement can request a copy
of the solicitation by faxing a request on company letterhead to the
attention of Eleanor E. Kaul at 301/713-0806. See Note #1 regarding
this being a Small Business set-aside. (0207) Loren Data Corp. http://www.ld.com (SYN# 0370 19960726\59-0003.SOL)
