other than major acquisitions (appendix BB), the Government intends to
issue a contract for the expanded missile data analysis system
replacement program of the LGM-30 weapon system. The following
information is provided for qualified potential offerors who have the
precision, skill and knowledge required to successfully complete the
design and development of the EMDAS replacement program. The
performance assessment software (PAS) and electronic interface program
(EIP) subsystems of the EMDAS will be replaced, and the inertial
measurement unit (IMU) data processor unit (IPU) will be modified. All
items are embedded parts of the Minuteman ICBM Weapon System. PAS is
a large fortran and assembly language program now hosted on HP 1000
minicomputers. PAS-EIP processes ICBM IMU performance data, performing
a variety of complex mathematical, statistical, data base management
and reporting functions. This effort will require replacement of the
equipment at seven sites with commercial off the shelf computers,
redevelopment of the software in ada using object-oriented database
management system located in minuteman launch control centers, which
provides a data interface between the missiles and EMDAS. The IPU must
achieve non-nuclear hardness certification prior to installation in
LCC's. Fifty IPU's will be manufactured. This acquisition will be
conducted under the new acquisition reforms. Prospective offerors will
be furnished a statement of objectives, performance specifications,
and proposal preparation instructions. Documentation of the existing
system will be available for inspection. In addition to technical, cost
and performance proposals, offerors will be required to submit a
statement of work, a contract integrated master plan, a contract
integrated master schedule, a contract work breakdown structure, and
contract data requirements lists. Additionally, this is a software
intensive program, source selection will include an intensive software
development capability evaluation. Upon contract award, the government
will provide the existing data package ''as is'', consisting of
software specifications, version description documents and users
manuals for pas and eip, and prime item specifications for the IPU. The
data is known to be deficient in detail and completeness, and is not
sufficient, on its own merit, to assure successful contract
performance. Likewise, the performance specifications to be provided in
the RFP are not sufficient on their own merit for the new designs. The
contractor will be responsible for providing the technical expertise
and relevant experience in lieu of receiving and adequate data package.
The successful offeror will have significant experience in software
development and support for embedded military data systems, and will
have demonstrated experience developing large software programs in ada
using object-oriented analysis and design. Having relevant minuteman
III weapon system knowledge and experience, especially with IMU data,
should substantially lower the technical risks with this program. A
bidders library for the EMDAS replacement program will be available
throughout the proposal preparation period. In order to access the
library, a DD Form 2345 must be on file with the librarian. IAW AFI
61-204, disseminating scientific and technical information, only
qualified U.S. Contractors shall review/request data in support of
submitting an offer. They must be certified and registered by Defense
Logistics Center (DLSC). Contractors who have not obtained
certification may obtain a copy of dd form 2345, military critical
technical data agreement, by calling 1-800-352-3772, or writing to:

Contractor's who request data without certification will be sent a
letter denying access to the data per AFI 61-204, denial letter to
people who are not certified us contractors. Written or verbal requests
from contractors requesting data be copied and/or sent to them will not

industry comments synopsis will not constitute automatic inclusion into
the bidder's list for this action. The approximate issued date will be

to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
