NASA/JSC plans to issue a CAN (Cooperative Agreement Notice) to solicit
proposals for Cooperative Agreements for technology investigations
(also called experiments)that can be performed on the International
Space Station (ISS), and to implement on-orbit facilities that support
one or more of these experiments. NASA is sponsoring this CAN as part
of the ISS utilization program. The ISSEC program goals are to
maximize the use of the ISS as a unique on-orbit laboratory and to
foster interactions with other U.S. Government, industrial, and
academic communities. The ISS will be used for long duration and
reconfigurable development of technology products that validate new
concepts for civilian space activities. The ISSEC program intends to
indentify, and define innovative technology concepts, develop these
concepts into flight experiments, and perform the necessary
laboratory-scale investigations on-board the ISS to validate the
physical characteristics advanced by these concepts. The ISSEC program
will promote the fast track implementation of these experiments (i.e.,
a 2-year award to flight readiness cycle). At the same time, the ISSEC
program intends to obtain proposals for the implementation of
facilities which can provide the necessary support for one or more
experiments to operate without duplication of functions. Experiment
proposals will be solicited for the following technology categories:
Advanced Instruments; Commercial Remote Sensing; Communications;
Information Systems; Life Support Systems; Power; Propulsion; Space
Environment and Effects; Structures and Mechanisms; Telerobotics and
Operations; and Thermal Management. Facility proposals may include
support for one or more experiments in more than one of these
technology categories. See numbered note 26. All responsible sources
may submit an offer which shall be considered by the agency. An
ombudsman has been appointed to hear concerns from offers and potential
offerors during the preaward and postaward phases of this acquisition.
The purpose of the ombudsman is not to diminish the authority of the
contracting officer, the Source Evaluation Board, or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of proposals, the
source selection process, or the ajudication of formal contract
disputes. Interested parties are invited to call the installation
ombudsman, Susan H. Garman at 713-483-0490. Concerns, issues, and
disagreements which cannot be resolved at the installation may be
referred to the NASA ombudsman, Tom Luedtke at 202-358-2090. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in RTF format and
will reside on a World-Wide Web (WWW) server, which may be accessed
