70 -- DATA REPOSITORY SOFTWARE POC Bob Wissman/703-875-6059 or Julie Odend'hal/703-875-6054 This is amendment no. 2 to the notice for Data Repository Software (solicitation no. S-OPRAQ-96-R-0613) advertised in the CBD on 7/17/96. Amendment no. 2 responds to vendors questions as follows: Q1. (Part III.1) The CBD announcement indicates that the DoS will supply a server for initial installation of the requirement. This server is specified as a 90MHz Intel Pentium w/65Mb of RAM, 5GIG of available disk space, Microsoft NT Server 4.0, with a TCP/IP connection to the DoS' two Pentium PCs with 16 Mb RAM. There are no performance requirements stated for the solution. Based on the fact we believe this server is a low end server, we are concerned about the performance levels the DoS may see from some solutions operating on this server configuration. Is this specified server configuration subject to change? Does the DoS have any performance objectives or expectations for the required solution? A1. The hardware server configuration is as stated in the CBD notice. Proposed software must be able to run on this configuration; however, if your software will run at a more optimal level of performance with more power, please indicate in your proposal. Q2. (Part IV) We believe the delivery and installation requirements of this solicitation to be particularly onerous. Will the DoS consider longer delivery and installation times? A2. The DoS considers it reasonable to deliver and install a COTS product within 30 calendar days of contract award. This delivery requirement does not apply to any customization which shall be conducted during the first year of the contract. Q3. (Part VI.1b(2)) Are there any special requirements for completing FAR 52.212-3? A3. There are no special requirements for completing FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. This clause is self explanatory and is available in full text on the Internet or you can call Julie Odend'hal on 703/875-6054 to request a hard copy. Q4. (Part VI.1b(4)) What are the amendments referenced in part 2 of the RFP, section VI.1.b.(4) acceptance of solicitation amendments? A4. You are required to acknowledge in your price proposal the acceptance of any amendments to the solicitation publicized in the CBD on 7/17/96. Amendment no. 1 was publicized in the CBD on 7/24/96 and extended the receipt date of proposals. This is Amendment no. 2 which answers vendors questions. Any future amendments will also be publicized in the CBD as well as posted on the Internet. Q5. (Part VI.6) We believe the proposal preparation time for this effort to be insufficient to prepare a response. It is our belief that it will require more than twelve calendar days to prepare a quality response to this solicitation. We respectfully request an extension in the proposal due date of 18 days or 16 August 1996. Additionally, it does not appear that the Internet address provided includes the solicitation and documents referenced with the CBD announcement. A5. Amendment no. 1, published in the CBD on 7/24/96, extended the time and date for receipt of proposals to 3:00 p.m. Eastern Time on 8/8/96. After a short delay, the documents referenced in the CBD announcement were posted on the Internet on 07/19/96. Please note that the solicitation was contained in the CBD notice and that no separate solicitation document will be issued. The documents posted on the Internet consist of a copy of the CBD synopsis, amendments, offeror representations and certifications, and background information on the DoS Data Administration Program. Q6. (Part VI.6) What is the numbered Note 12 referenced in the last paragraph of part 2 of 2 of this solicitation? A6. A descriptions of notes are published in the Monday editions of the CBD. Note 12 - One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. All other information publicized in the original synopsis is unchanged. (0211)
