The contractor shall provide all labor, equipment and material to upgrade the electrical system at the U.S. Postal Service facility, 715 NW Hoyt Street, Portland, Oregon per the terms and conditions contained in the solicitation. The work consists of the installation and networking of new primary and secondary electrical service for the entire facility. Selective demolition of existing concrete, pavement, fire protection and mechanical and electrical equipment is required to complete the work. Four (4) new service provider transformers, associated switches and equipment are being installed in a 23' x 41' x 15' concrete cast-in-place underground vault with new primary feeders extended from Hoyt Street. Existing transformers and switchgear will be removed subsequent to installation of new transformers and equipment. An HVAC system will be installed in the vault for cooling the transformers. Additional cooling capacity will be provided for other areas as indicated. The secondary electrical service equipment consists of the installation of three 3000A, 480/277v switchboards, with drawout main circuit breakers and two new 120/208 distribution transformers. Miscellaneous sub-distribution panels will be re-fed from different locations. Modifications to the existing fire sprinkler system are required. Site access and construction area are extremely limited. Extensive construction coordination and sequencing are required to ensure full time operation of the existing facility. Estimated range is between 2.0 and 2.5 million dollars. A pre-proposal conference is scheduled for August 12, 1996, at 10:00 A.M. in the customer service lobby, on site. There is a one-time, pay-in advance, non-refundable charge of $25.00 for each copy of the solicitation requested. Written requests, along with check or money order (no cash), must be mailed to A&D Draft-Aid, Inc., Attn. USPS Solicitation 96-A-0187, 1145 Bannock St., Denver, CO 80204-3628. There will be no public bid opening. The number of offers received, the identity of the offerors, the amount of any one offer, or relative standing of the offeror will not be disclosed to anyone until after award of contract is made and the request is submitted in writing.
