(703)604-0903 The Unmanned Aerial Vehicle (UAV) Tactical Control System
(TCS) will provide the command, control, communication and data
dissemination for all tactical UAV systems to meet the urgent
requirements to provide near real time intelligence and targeting
information to the Service users of tactical UAVs. The TCS acquisition
will consist of two distinct phases: Phase I, a program definition and
risk reduction phase focusing on TCS product scaleability, realtime
control of multiple UAV types and their payloads, data
dissemination/tactical communications, and evolving concepts of
operation; and Phase II, a competitive solicitation for full scale
engineering, manufacturing and development of the scaleable and
reconfigurable TCS and integraion into all Joint tactical UAV systems
within their doctrinal operational environments. During Phase I, real
time control of multiple UAV types will be demonstrated using already
acquired UAV systems. To this end the TCS program office will provide
a scaleable, fieldable prototype TCS architecture for integration and
field demonstrations with several contractors from whom UAV systems
have been acquired. Accordingly, the Naval Air Systems Command intends
to negotiate a contract with Alliant Techsystems (ATK), and if
necessary, their associate contractors, to support Outrider air
vehicle, sensor, and data link integration and demonstration as one of
several other potential Phase I implementations of the TCS program.
This effort will span a 24 month period to include integration and
demonstration as part of the overall program definition, risk
reduction, and concept demonstration phase for the TCS development and
acquisition. ATK and their associate contractors will provide the
necessary hardware, software, technical support, and operations and
maintenace support required to integrate, operate and maintain Outrider
hardware and software to command and control the air vehicle and
sensors with the TCS, support systems integration, laboratory technical
interface and user simulation efforts, and support field demonstration
with scaleable landbased and shipbased TCS fieldable prototypes. The
demonstrations will include hand-off operation from an Outrider Ground
Control Station to the TCS. ATK is the original developer of the
Outrider system and is the only company with access to Outrider
specifications, data and technology due to limited data rights.
Therefore, ATK is the only source capable of meeting the Government's
needs. As a result of Phase I activities, the government will determine
the acquisition strategy for the TCS architecture and requirements
applicable for Phase II TCS effort. See note No. 12 and 22 - NAVAIR
