The Electronic Combat Development System Office (ASC/LN) anticipates releasing a Request for Proposal (RFP), No. F33657-96-R-0001 (formerly RFP F33567-94-R-0040), for the AN/ALE-47(V) Countermeasures Dispenser System (CMDS) Production Lots IV - VII contract, on 30 Aug 96. The current ASC/LN acquisition strategy is for a Full and Open Competition. The AN/ALE-47(V) CMDS RFP will be for an Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm Fixed Price, full rate production of AN/ALE-47 (V) Line Replaceable Units (LRUs) (to include sequencers for the ALE-40 consolidated clean-up (CCUP) effort) and complete systems. In order to streamline the acquistion time for this acquisition, ASC/LN plans to utilize Oral Proposals to supplement and reduce the size of the offeror's written proposals. For this acquisition, the Standard Industrial Classification (SIC) code is 3728 and the small business size standard is 1,000 employees. The government anticipates acquiring the following Most Probable Quantities during Lot IV through VII production: Lot IV, 107 shipsets, Lot V, 147 shipsets, Lot VI, 137 shipsets, Lot VII, 134 shipsets, and in Lot IV approximately an additional 3,219 sequencer switches for the Consolidated Clean-Up modification program. These Most Probable Quantities are estimates and are subject to change. The AN/ALE-47(V) CMDS is an integrated, reprogrammable, computer controlled system that dispenses expendables such as chaff, flares, and RF decoys to enhance aircraft survivability in sophisticated threat environments. The AN/ALE-47(V) consists of the following LRUs: Programmer, Cockpit Display Unit, Safety Switch, Sequencer Switch, and Dispenser Assembly. As part of the RFP, ASC/LNWQ will provide Level III drawings in digital data format on a CD-ROM to the offerors to enable the offerors to propose a build-to-print effort. After contract award, ASC/LNWQ will also provide circuit card artwork and the software required to operate the AN/ALE-47 as a system. The selected contractor will be expected to produce the AN/ALE-47(V) as a system, conduct Environmental Stress Screening on the LRUs, and conduct acceptance testing on the LRUs as well as the entire system. After contract award, acceptance test procedures will be provided by ASC/LNWQ. Also, the chosen contractor will be required to maintain the Level III drawings. A copy of the preliminary RFP (the latest version of the RFP which incorporates industry and government comments to the Draft RFP) is available for review on the Wright-Patterson Preaward Information Exchange System (PIXS). The government reserves the right to make changes to the preliminary RFP prior to the issuance of the official RFP. The AN/ALE-47 (V) CMDS program office has established a Technical Library which contains all technical data pertinent for bidding. Information on the rules and procedures for potential offeror use of the AN/ALE-47(V) Technical Library will be published on the PIXS and should be reviewed prior to contacting CACI. The AN/ALE-47(V) Technical Library will remain open from 30 Aug 96 through 30 Sep 96. The AN/ALE-47 Technical Library will be located at the offices of CACI, 3100 Presidential Drive, Fairborn OH 45324 (513) 429-2771. This acquisition involves technology that has a military or space application. Only U.S. contractors who are registered and certified with the Defense Logistics Services Center (DLSC), Federal Center, Battle Creek MI 49017-3084 (1-800-352-3572), and have a legitimate business purpose may participate in this solicitation. If you are registered and certified with DLSC, you must submit a copy of the approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. Only potential offerors that have a copy of the approved DD Form 2345, Military Critical Technical Data Agreement, on file with ASC/LNWQ will be mailed the solicitation and allowed access to the AN/ALE-47 Technical Library. The solicitation package will be mailed to the data custodian identified in Block 3 of the DD Form 2345. To obtain a copy of the solicitation please submit your requests (the request must also include a copy of DD Form 2345) to ASC/LNWQ either by mail at ASC/LNWQ Bldg 28, 2145 Monahan Way, Wright-Patterson AFB OH 45433-7017, or by facsimile machine via FAX number (513) 255-4598. No telephone requests will be accepted. Requests must be received by ASC/LNWQ by 28 Aug 96, in order for solicitations to be mailed on 30 Aug 96. Requests received after 28 Aug 96, will be processed as quickly as possible but the due date for proposals WILL NOT be extended. Those firms who presently have a copy of the TDP on CD-ROM must return it prior to receiving an updated copy. This solicitation is NOT OPEN TO FOREIGN PARTICIPANTS AS A PRIME. Foreign-owned U.S. companies are not considered foreign companies. Release of classified technical data to foreign-owned U.S. companies and their receipt of any classified information is dependent on the type of facility security clearance under which the company is operating. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
