Buyer/Contracting Officer is F. Hufnell. The Naval Air Warfare Center
Aircraft Division Lakehurst is seeking Non-Developmental Item (NDI)
sources, industry comments, product information or proposed ideas for
an Aircraft Generator Test Stand (AGTS) to be used for intermediate
level maintenance onboard aircraft carriers and at land based sites.
The test stand is required to test all aircraft power generation system
components currently in the U.S. Navy inventory. The AGTS shall be
designed to a modular configuration to allow for tailoring installation
configurations to meet the requirements of space constraints found
aboard aircraft carriers. The test stand sub-assemblies must be capable
of being transported through hatchways on board aircraft carriers that
are 75 inches high by 26 inches wide. The AGTS modular configuration
shall consist of Variable Speed Drive System (with associated gearbox
and gearbox lube assembly), Data Acquisition System (DAS), Test Set
Instrumentation, Hydraulic Cooling System for the unit under test, and
a Load Bank. The output shaft of the Variable Speed Drive System shall
be capable of providing an output speed of 33,000 RPM and output shaft
power of 200HP. The Data Acquisition System and Test Set
Instrumentation shall provide for controlling, selecting, monitoring
and displaying all the required test parameters of the unit under test
and of the AGTS. The Load Bank Assembly shall be capable of providing
loads in increments or as a shock load of a preset value. The AC and
DC Load Bank Systems shall meet the following technical
characteristics: AC System: 115/200 volts, 3 phase, 4 wire @400 Hz,
Continuous capacity of 90 kva, Overload capacity of 120 kva for 5
seconds, Power factor range of 1.0 to 0.75 lagging, Infinitely variable
load steps, Capability to provide shorts to 3 phase input. DC System:
28 volts; 11.2kw (400 amperes @ 28 vdc) continuous infinitely variable
load steps. Respondents to this Request for Information are invited to
submit a statement of general interest, a discussion of the feasability
of the above described modifications, or a statement of capabilities to
develop an item with such modifications by 8 September 1996. This
synopsis is not a Request for Proposal and does not commit the
Government to make an award of a contract. Any information submitted
may or may not be included in any future procurement. The Government
will not pay for any information that is received in response to this
request, nor will the Government compensate any respondents for any
costs incurred or associated with the development of any information
