This Amendment 0001 is made to the action originally publicized in the CBD dated 8/01/96 in order to respond to the following questions: 1) Question: Where is the OTP website presently located? Answer: On web server---www.ta.doc.gov. 2) Question: What is the computer platform that the system uses (e.g., Sun, IBM compatible, Macintosh, etc.)? Answer: Intel 120 mhz Pentium (IBM Compatible server). Client platforms: IBM-compatible, Mac, UNIX, etc. 3) Question: What is the computer operating system presently in use for the OTP website? Answer: Microsoft Windows NT 4.0 Beta. This will be upgraded to NT Server 4.0. 4) Question: Is there an incumbent for this work, and if there is, now will the government transition work, information, and any other materials to the awardee? Answer: No incumbent. Work was being done by OTP staff. 5) Question: How does the NIST envision staffing? One person, labor mix, other? Answer: Either one person or ''small'' labor mix (e.g. HTML ''expert'', graphics ''expert'', CGI or Java ''expert''---each performing specific skills). 6) Question: When is the anticipated award date? Answer: as soon as possible after closing date. 7) Question: What sort of database are currently used in the OTP website? Oracle, Sybase, FoxPro, 4D, 3Base, etc? Answer: Microsoft SQL Server 4.2. Soon to be upgraded to SQL Server 6.5. 8) What is the significance of your reference to $25.88 in the RFQ? Answer: The U.S. Department of Labor Wage Determination No.: 94-2104, Revision No.: 6, Date of last Revision: 12/08/1995 lists $25.88 as this being the minimum rate for a Computer Systems Analyst II. Does the government expect offers to use this as baseline costing for individuals performing work under this contract? If so, can the government provide any additional costing information for other labor categories? Answer: Yes, the technical evaluation committee has advised that this is the anticipated labor category that would be performing this work. The offeror may request a copy of this determination. 9) Question: Will the government or the contractor provide the hardware platform(s)? Answer: Government will provide hardware on-site. Hardware is not to leave the DOC offices. Web server is in use now. 10) Question: If it is government provided, what is the hardware suite and operating system? Answer: Clients would be Intel, Windows/Win95, or Macintosh. Server is Intel based (P5/120)--NOS is Microsoft NT Server 4.0 Beta. 11) Question: Will the government or the contractor provide the software to be used in this project? Answer: Government will allow use of software it currently has licensed. Additional development software deemed necessary by contractor to develop web materials will be responsibility of developers/respondents. 12) Question: What is the explanation of ''search engine'' requirements? Answer: A key city or multiple keywork city search of materials contained in OTP web pages or full-text searching. Contractor is to provide information for the government's decision based on suitable technology for content developed. Contractor may recommend C.O.T.S. packages. 13) Question: Will the specific graphics to be included on the web page be provided or will the contractor have to design and reproduce them? Answer: Contractor shall design and produce/reproduce graphical materials to be used on web pages. 14) Question: Does the OTP have a Web Server..If so is it UNIX based or Intel Based? Answer: Intel based. NT Server 4.0 (NOS). 15) Question: Does the OTP have Web Server Software..if so what type? Answer: Microsoft Internet Information Server. 16) Question: Will the contractor need to develop and implement the fire walls? Answer: No. OTP will handle firewall implementation. 17) Question: Are there any Internet implications with the OTP Web site? Answer: No. There are not any internet applications currently residing on our web server. 18) Question: How many files must be converted from OTP to FTP? Answer: This is not known at this time. 19) Question: What are the URLs of the current OTP HomePage and the National Medal HomePage? Answer: www.ta.doc.gov/otphome/otp.htm. 20) Question: How large are the current web sites in Megabytes and number of pages? Answer: Approximately 12 MB, approximately 1200 pages. 21) Question: What database management system will be associated with the interactive forms? Answer: Microsoft SQL server. db Web w/odbc. 22) Question: Is there any additional information available for this RFQ? Answer: No. All of the information has been provided through the CBD. 23) Question: Is the quotation to be fixed price, fixed hours, or both. If staff members with different billing rates provide services under this contract, how will payments to the contractor be computed? Answer: The quotation will be fixed price. The period of performance will begin from contract award date and be of six months duration based on an average of 30 hours/week. Progress payments shall be made after Contracting Officer's approval of submission of monthly time sheets. 24) Question: What web server will the web site(s) be hosted on? What operating system and server software are being utilized? Answer: (a) Intel Pentium/120 mhz-MS-NT Server 4.0/Microsoft IIS (Internet Information Server). (b) Microsoft NT Server 4.0 Server Beta. This will be upgraded to 4.0 Final release. 25) Question: Do you require that the quote be submitted form SF-1449? Answer: Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. 26) Question: Where are the onsite personnel to be located? Answer: Herbert Hoover Building, 14th Street and Constitution Avenue, NW, Washington, DC 20230. All other information publicized in the original synopsis remains the same. (0221)
