Internal Revenue intends to issue a purchase order on a sole-source
basis through Perception Technology/Brite Systems, Inc for technical
support for the FTS2000 transition from Sprint to AT&T. The support is
for 23 sites located in Atlanta, Baltimore, Boston, Brooklyn, Buffalo,
Chicago, Cincinnata, Dallas, Denver, Des Moines, Detroit, Edison,
Houston, Indianapolis, Milwaukee, Oakland, Philadelphia, Phoenix,
Pittsburgh, Richmond, Seattle, St. Louis, and St. Paul. Technical
Requirements: The vendor must have a proven working knowledge of the
Perception Technology/Brite Voice Systems, Inc's VOCOM BT-II Voice
Response Units (VRU). The vendor shall disconnect 50% of the 2,208
circuits and replace them with AT&T circuits. AT&T will then test the
newly installed circuits. The vendor will return to each of the sites
and replace the remaining Sprint circuits with AT&T circuits. The
vendor must perform proper testing and ensure, along with AT&T, that
the circuits work properly. The vendor and AT&T must test these
circuits from the AT&T termination point up through each VRU. Close
coordination with AT&T Information Systems and field personnel is
required. If system equipment problems arise that are the fault of the
vendor, they will be corrected, at no additional cost to the
government, within two (2) calendar working days. References on
previous work performance for similar technical services will be
required. The period of performance will be from receipt of the
purchase order for completion by September 20, 1996. All responsible
sources who can provide the above requirements shall submit written
quotations within 15 days after this notice appears in the CBD. All
quotes shall include price(s); FOB point; a poc (name and telephone
numbers); GSA contact number if applicable; delivery date; business
size and payment terms. Quotes over 10 pages in total will not be
accepted by fascimile. All responses received will be fully considered
subject to technical evaluation on acceptability by the IRS. No
solicaitation will be issued, therefore such request for solicitations
will be considered non-responsive. All questions must be submitted in
writing and received by fascimile (202/283-1515) or mail. A purchase
order will be awarded on the basis of price and proven technical work
experience on the VOCOM BT-II Voice Response Units. See Numbered
