845-5809. 17. The Department of Energy Albuquerque Operations Office
(AL) seeks sources with the capability of providing technical and
administrative support services for AL Environmental Management (EM)
program. Offices involved with EM programs include the AL Office of
Environment/Project Management (OEPM), the Office of Energy, Science
and Technology - Energy Technology Development Division, the Kirtland
Area Office and the Los Alamos Area Office. Technical and
administrative support services include resolving the technical,
program management, and financial issues that stem from the complex
network of laws regulations, and directives driving environmental
management programs. More specifically, interested firms must have the
capability to provide technical support and expertise for ''Activity
Based Cost'' control and validation, budget analysis, the ''Progress
Tracking System,'' the ''Baseline Environmental Management Report'',
performance measurement, value engineering, functional analysis,
engineering design review and analysis, engineering studies,
configuration management, quality assurance, and other special studies
to compliment All's existing expertise. The AL EM mission is to
provide proactive management for AL environmental restoration, waste
management, site and facility management to ensure effective and
efficient operations at all AL facilities. The statement of work for
the required support services will support the AL EM mission and will
include performing independent cost estimates, cost review and
analysis, budget analysis, engineering design review and analysis,
value engineering, feasibility studies, special engineering studies,
analysis and measurement of operating systems for project control and
management, quality assurance, configuration management, compliance
review, conducting needs assessments, mock billings, and other program
and project management related activities. Interested firms should
submit their qualifications supporting their experience and expertise
in these areas not later than 4:00 p.m. Mountain Daylight Time,
September 4, 1996. Firms shall indicate their status as a small, small
disadvantaged, woman-owned, large, or 8(a) business under Standard
