Analyst. The Mine Safety and Health Administration (MSHA) intends to
enter into a sole source contract with the United Mine Workers of
America (UMWA) to provide Mine Site Health and Safety Committee Member
Training Courses. The Contractor, UMWA, in conjunction with the
Bituminous Coal Operators Association (BCOA), and the Independent Mine
Operators, shall conduct a series of training programs to improve
knowledge and skills of local mine safety committeemen. This training
will be overseen by the Joint Industry Training Committee (JITC). The
JITC, which is comprised of mine management and labor representatives,
has a unique relationship with the potential trainees as most of the
trainees are members of the respective organizations nationwide.
Organizational structure and communication are in place to notify,
encourage participation, facilitate, and direct training. The
Contractor will develop new, upgrade and revise previously used
training materials from mine committeeman training. Courses tailored to
the regional area needs shall be developed and included for each
program. These additions and revisions will incorporate technological
changes regarding mining equipment, mining systems and mining
procedures. Train approximately 725 personnel through at least 23
separate programs in mine safety and health-related topics. Each
program will run 40 hours, over 5 days. Contents will include training
on the Federal Mine Safety and Health Act of 1977, Public Law 91-173,
as amended by Public Law 95-164, and mining regulations, methods of
achieving health and safety improvements through better
labor/management relations, and specialized technical training issues.
Technical training will be tailored to place special emphasis on
problem areas for the particular mining region. Because of the hazards
associated with the changing technology related to day-to-day mining
operations, the UMWA and BCOA'S continuous in-mine experience makes
them the only source with the experienced trainers, resources,
established network, and organization that can effectively provide the
required number, complexity, and mine specific programs necessary.
