Information Systems Command Contracting Office (ISCCO) intends to
release the Draft Statement of Work (DSOW) for the Quality Assurance
(QA), Acceptance Testing (AT) and Test and Evaluation (T&E) (QAATTE)
support services recompete solicitation on or about August 15, 1996.
The scope of the technical, non-personal support services includes: QA
program management; Verification and Validation (V&V); performance
engineering; quality engineering; T&E to include testing of
developmental and operational computer hardware, software, and
networks; system configuration audits; system analysis; system studies;
and evaluation of training and documentation for vendor developed
software. Services will be provided in support of the Information
Mission Area (IMA) of the U.S. Army Information Systems Engineering
Command (USAISEC) and U.S. Army Communications-Electronics Command
(USACECOM) in world-wide locations. These services are currently
provided under Contract DAEA32-93-D-0001. The government intends to
offer this acquisition for competition limited to eligible Small
Business Administration Section 8(a) concerns in the transitional
stage. Standard Industrial Code (SIC) code assigned is 4813. Period of
performance will consist of a base period plus four one-year option
periods commencing on or about October 1, 1997 (60 day phase-in, August
1, 1997). Following are some anticipated milestone dates: release Draft
RFP, October 23, 1996; release Final RFP, December 2, 1996;
Pre-proposal conference, December 17, 1996; receive proposals, January
31, 1997. A top secret facility clearance is required; access to
classified information at a level up to and including TOP SECRET and
Sensitive Compartmented Information (SCI) will be required. The DSOW is
currently available for downloading off of the ISCCO Electronic
Bulletin Board System (EBBS) in file library 96R0015, file name
DSOW.doc (MS Word file). The EBBS can be accessed by dialing, using any
communications program, ANSI VT100 or RIPGRAPHIC,(520) 533-0132. Modems
should be 28800 bps. The EBBS may also be accessed at TELNET
138.27.160.159, or via the Internet at http://138.27.160.159. If you
have not previously logged into our EBBS, log-in as a new user and
create your own password and use it each time you log-in. The first
time you log-in, you will be given thirty minutes of access time.
Within 24 hours, you will be given full access. To locate the DSOW, go
to File Library, then select file, browse and select the appropriate
file library. Downloading of the DSOW will automatically place a vendor
on the Bidder's Mailing List, so please ensure all log-in information
(e.g. Company name, mailing address, point of contact, and phone
number) is correct and complete. Industry comments on the DSOW are
encouraged and shall be sent to ''96r0015'' via the ISCCO EBBS
electronic mail by September 13, 1996. All communications between
industry and ISCCO will be conducted via the EBBS. Hard copies of the
DSOW will not be provided. Assistance is available for vendors without
