this announcement is to solicit intrested firms in industry and
request comments on the draft documentation for the AMC Logistics Civil
Augmentation Program(LOGCAP) Support Acquisition. The solicitation is
open to interested contractors who are American firms capable of
providing world-wide logistics support, including construction and
facility operation services, able to provide a Secret Level Security
Clearance issued by Defense Ivestigated Service(DIS) prior to
solicitation issuance, and with the capability to determine regional
materials acquisition, transportation, and management strategies as
well as regional capabilities in logistics support, contruction and
facility support services. PROJECT SCOPE: LOGCAP is an initiative by
the United States Army to plan during peacetime for wartime or
unforeseen military emergencies. The Army plans to use commercial
contractors to prepare plans and to execute those approved plans to
provide logistics services and engineering support with reasonable
assurance of success and within reasonable cost. Under this program,
the U.S. Army may rely on industry to augment U.S. Forces. Only those
requirements not covered by contingency clauses included in peacetime
contracts will be part of this contract. CONTRACT PROCEDURES: Contract
award is envisioned as a hybrid firm fixed
price/cost-plus-award-fee(CPAF) Indefinite Delivery/Indefinite
Quanitiy(IDIQ) contract. Tentative date for issuance of RFP is 16
September 1996. Tentative date for receipt of proposals is 16 October
1996. Tentative contract award date is January 1997. DRAFT SOLICITATION
INFORMATION: The CECOM Electronic Bulletin Board(EBB) will be utilized
to post draft solicitation documentation and to provide a weekly
and/or program summary. EFFECTIVE OCTOBER 1994 ALL SOLICITATIONS ISSUED
FROM FT. MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE THRESHOLD
WILL BE SOLICITED VIA THE ELECTRONIC BULLETIN BOARD(EBB). All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB you will need an identification code and a
password in addition to a computer terminal equipped with hardware and
software to interface with the EBB system. Detailed information
regarding system requirements is contained in the U.S. Army CECOM EBB
Users Manual; identification code and password will be issued upon
request. All requests must include 1) Company Name, 2) point(s) of
contact name(s) and title(s), 3) return address(es), and 4) telephone
