Fort Monmouth, New Jersey 58 -- SINCGARS SYSTEM IMPROVEMENT PROGRAM (SIP) SOFTWARE DEVELOPMENT
FOR THE AN/GRM-122 SOL DAAB07-96-R-C519 POC Karen Summonte, Contract

Contracting Officer. This is a synopsis by the Department of Army to
procure services for the development of software for the AN/GRM-122,
Radio Test Set to support and maintain the production of improvements
to the Single Channel Ground and Airborne Radio SYstem (SINCGARS)
Improvement Program (SIP). The SINCGARS is a VHF/FM
receiver-transmitter designed to operate in the 30 to 88 MHz frequency
band in 25 KHz discrete channels for both frequency hopping and
single-channel operation. The Electronic Counter-Countermeasures (ECCM)
capability and the embedded Communications Security of the SINCGARS
Radio allow for secure voice and data operation in a jamming
environment. Additionally, the SIP radio and associated Internet
Controller provides seamless packet data communication across the
battelfield by automatically routing data messages though multiple
SINCGARS nets to the intended message destination. Any potential
suppliers of the radio system must be completely interoperable with the
current Army SINCGARS radio set in all modes of operation to include
frequency hopping, cypher text, and enhanced/packet data modes. Planned
improvements to the system will enhance the radio's ability to forward
digital data messages in genign and hostile radio frequency
environments; simplify and improve operation in the tactical internet;
aid in the identification of friendly forces there by reducing the
incidence of fratricide; improve the man-machine interface for
establishing circuit switched communications with the Area Common User
System and procure documentation necessary for complete configuration
control of the system to transition to the Army. The government
presently does not have configuration control of drawings nor
sufficient software documentation to support devleopment of a technical
data package which is required for software or hardware development for
the AN/GRM-122. This notice is not a request for bids or proposals.
There is presently only one source for development of modifications of
SIP software resident in the SINCGARS Internet Controller, the
SINCGARS Airborne transceiver, as well as, the SINCGARS Ground
transceiver. Based on the above, given the time constraints of this
program, this contract will be awarded on a sole-source basis to ITT
Corporation, Aerospace/Communications Division, Fort Wayne, IN. No
other sources will be considered except for subcontracting
