This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DMA401-96-T1003 and this solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. This is a total small business set-aside. The (SIC) standard industrial classification code is 2796 and the business size is 500 employees. Defense Mapping Agency wishes to procure the following two (2) line items: CLIN 0001 -1 Each, CD Automated Publishing System (to include Kodak PCD writer 600 8MB memory, Kodak transporter, Rimage in-printer, driverunit and software (CD Engine, CD WIN or equivalent) to drive Rimage unit and CDR mastering. CLIN 0002 Installation and training at the St. Louis location. The contractor shall provide the following WARRANTY information for each piece of equipment proposed: 1) length of warranty 2) starting date 3) specific terms and conditions 4) Warranty service provider (company name & number). Deliver the supplies to DMA, St. Louis, MO; Delivery is anticipated to be FOB destination 30 days after awardee s receipt of signed order. The provision at 52.212-1, ''Instruction to Offerors--Commercial Items'' applies to this order. Interested parties shall submit offerors which include the 11 items outlined in FAR 52.212-1(b). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror s initial offer should contain the offeror s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Provision at 52.212-2, ''Evaluation-Commercial Items'' is hereby incorporated by reference. The Government intends to award a contract resulting from this solicitation to the lowest-priced offer of the responsible offeror, whose past performance is acceptable, whose offer conforms to the solicitation to satisfy the Government need, and whose offer will be most advantageous to the Government. Offerors are to include a complete copy of the provision at 52.212-3, ''Offeror Representations and Certifications-Commercial Items'', with offer. The clause at 52.212-4, ''Contract Terms and Conditions-Commercial Items'', is hereby incorporated by reference. The clause at 52.212-5, ''Contract Terms and Conditions Required to Implement statutes or Executive Order-Commercial Items'', is hereby incorporated by reference(including: 52.233-3; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-41; 52.22-42; 52.222-47). The following DFARS clauses are hereby incorporated by reference: 252.212-7001, 252.225-7013, 252.225-7000, 252.225-7001, and 252.225-7012. The contractor shall include descriptive literature if he/she is offering other that the name brand items requested. In order for the Government to establish the contractor s past performance, the offeror will also supply the names and addresses of 3 or more of the offeror s customers within the past year.
