The government hereby gives Notice of Intent to Solicit and award a Sole Source contract to Electrospace Systems, Inc. (ESI); 1301 E. Collins Blvd.; Richardson, TX 75081 for purchase of one (1) Ea. Digital Small Switch (DSS-1) with spares/options for Patrick AFB, FL. The anticipated issuance date of the solicitation is on or about 04 September 1996 with an estimated award date of on or about 04 October with a required delivery date of 30 November 1996. The sole source is based on the following: (1) The ESI switch must be fully compatible and interoperable and must match with the existing ESI SDS-1 and DDS-1 secure switches and all existing peripheral equipment. (2) The basic software and protocols, which are only proprietary to ESI. (3) The assembly system integration and factory acceptance testing Services will be performed by ESI. (4) The installation and inputting data will be performed by Kaman Science Corporation on a separate contract. (5) The telephone switch must meet Defense Intelligence Agency accreditation approval for multi-level securities (Secret, Top Secret, Top Secret SCI, ect.) on a single switch with multi-level securities with secure (Red) and non-secure (Black) operation on a single telephone instrument. Must be fully compatible with Defense Information Systems Agency (DISA's) Defense Red Switch Networks (DRSN) standards and architecture. Must provide unlimited multi-level secure conferencing, multi-level security with restrictive security access level (ESI proprietary protocol) and restrictive maximum calling area. Must be able to interface with DRSN existing ISTs, MLP and other equipment such as STU II, STU III/R, KG81, KG-84 and lower cost console. This notice is published for information purposes only.
