(301) 435-0367. The National Center for Research Resources (NCRR) of
the National Institutes of Health (NIH) has a requirement to provide
all necessary services, qualified personnel, materials, equipment, and
facilities, not otherwise provided by the Government, to obtain the
advice and guidance of a senior evaluation consultant to establish
program criteria and an evaluation database for a future full-scale
evaluation of the program entitled, Institutional Development Award
(IDeA) Program. The purpose of the IDeA Program is to broaden the
geographic distribution of NIH institutions located in states in which
the aggregate success rate for applications to the NIH has
historically been low. Specifically, the Contractor shall have
demonstrated expertise and/or be knowledgeable in the following areas:
1) evaluation design and methodology development, 2) data analysis and
synthesis, 3) relational database software and system design, 4)
management of large research projects, and 5) management of
Federally-funded grant and contract programs. The Contractor shall also
have good written and communication skills. Demonstrated expertise
would include submission of 1) curriculum vitae for senior staff and 2)
evidence of previous evaluation studies. The proposed period of
performance shall begin September 30, 1996 and continue through April
30, 1997. The applicable Standard Industrial Classification (SIC) is
8742, size standard $3.5 million. This acquisition is applicable to
simplified acquisition procedures. The proposals may be due fifteen
