sought to design and construct, a Child Care Center, complete with site
works and utilities, ready for use at the Marine Corps Air Ground
Combat Center, Twenty Nine Palms, CA. The work includes the design,
engineering and construction of a one story type V one hour rated
construction of a Child Development Center, and all required site
works, including but not limited to parking, access driveway, utilities
and landscape, complete and ready for use.--The contract is to be
awarded to the responsible offeror who submits the proposal considered
most advantageous to the Government considering ''Price'' and
''Technical'' evaluation factors. The following evaluation criteria has
been established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor are the
following: (1) Design, Past Performance, Construction Materials, Energy
Efficiency and Considerations for Recycled and Recyclable Materials
Environmentally Sensitive with the following Subfactors listed in order
of importance: Subfactor ''A'' Building Design, Subfactor ''B'' Site
Design and Engineering, Subfactor ''C'' Past Performance, Subfactor
''D'' Building Engineering, Material Quality and Maintenance and
Subfactor ''E'' Energy Performance, Life Cycle Cost and Recyclable
Material Considerations. (2) Scheduling for the Project with Subfactor
''A'' Project Summary Schedule in a Network Diagram and Subfactor
''B'' Project Critical Activities/Events in a Critical Path. (3)
Subcontracting Effort with Subfactors ''A'' Past Performance, Subfactor
''B'' Subcontracting Percentage Values and Subfactor ''C'' Services
and/or Products to be Subcontracted to Various Businesses.--A
preproposal conference will be held.--Time and place to be determined
later.--Participants must reserve seating a minimum of two (2) days in

532-1978.--This is not a public bid opening.--The estimated cost is
between $1,000,000 to $5,000,000.--Firm Fixed Price Construction
Contract.--Contract duration is approximately 400 calendar days.--This
project is unrestricted.--The Standard Industrial Code is 1542 and the
annual size standard is $17 million.--It is recommended the
subcontracting plan goals reflect a minimum goal of 5% for Small
Disadvantaged Business Subcontracting efforts.--Potential bidders
should request in writing stating RFP Number N68711-96-R-2032, with
complete name, address, area code and phone number and whether bidding
as a prime/subcontractor/supplier. Telephone requests will not be
accepted. There will be a charge for plans and specs that is yet to be
determined.--Checks are to be made out to DEFENSE PRINTING
SERVICE.---FEES ARE NOT REFUNDABLE--Mail requests to Southwest
