Office of Naval Research plans to issue during the month of October
1996, an RFP for a contractor to plan, arrange and conduct the Office
of Naval Research (ONR) Navy Summer Faculty Research and Sabbatical
Leave Program. This Program assists the Navy laboratories in carrying
out their research programs and increases the professional interactions
between academic researchers and Navy personnel. For the Summer Faculty
Research Program, science and engineering faculty members from
universities and colleges spend ten weeks conducting research at
approximately 19 Navy laboratories, about 500-600 faculty members apply
each year, and about 150 are selected to participate. The Sabbatical
Leave Program provides faculty members the opportunity to conduct
research at Navy laboratories while on sabbatical leave from their
institution. The objective of this program is to encourage the
involvement of creative, capable and highly trained scientists and
engineers from academia in research areas of great interest and
relevance to the Navy. The contractor will continuously monitor the
program, assessing the effectiveness and efficiency of methods employed
and advising the government of opportunities to improve the program.

honored. It is expected that a cost-plus-fixed-fee contract will be
