acquisition will test the effectiveness of applying Serviceability
Tools and Methods (STM) in order to improve customer satisfaction. The
STM is incorporated in the American Society of Testing and Materials
(ASTM) Standards. The contractor, using STM, will identify and set
occupant (tenant) requirements and rate the building. In accordance
with FAR 5.207-17 (XIV) the Government has concluded that only TEAG,
Inc., will be able to satisfy the Government requirement due to the
fact that the company developed the serviceability tools and methods
used for this survey. They are also the incumbent contractor with
previous experience in providing this service. This is a sole source
