The USPS is completing final site and building plans for a new leased building on a controlled site. Offerors will be required to construct a one-story building of approximately 6,500 net interior square feet on a site of approximately 60,000 square feet. Offerors are to submit proposals under two separate scenarios. Scenario #1, offerors shall acquire the site (at no cost to the Offeror), construct a building to USPS specifications and lease to the Postal Service for a period of twenty years base term with two 5-year renewal options. Scenario #2, offeror shall build the specified building on a site owned by the US Postal Service and at the end of the base lease term, the US Postal Service shall have the option to purchase said building for $1.00. Any award made under this solicitation will be made to the responsible offeror whose proposal conveys a clear understanding of the solicitation site requirements and conditions; conveys an appropriate level of experience to assure performance of the specified requirements; conveys a well considered development plan (ie construction cost assessment, financing/funding sources); and outlines a well-conceived and equitable rental package acceptable to the Postal Service.
