Notice of intent to enter into a sole source contract with Oregon Trout to develope a state-level program to maintain healthy fish stocks and to set targets for the recovery of unhealthy and marginally healthy stocks. Program will recognize successful fish and fish habitat managment and sound an alarm when healthly stocks begin move towards an unhealthy state. Sole source with Oregon Trout since Oregon Trout local multi-agency (federal and state) agency that has been inventorying fish stocks since 1994 in affected area. this is a small purchase action.
