Research Center, Hampton, VA and Dryden Flight Research Center,
Edwards, CA are planning to conduct the Hyper-X Research Program. The
goal of the program is to demonstrate and validate the technology,
experiment techniques and computational methods and tools for design
and performance predictions of a hypersonic aircraft with an
airframe-integrated duel-mode scramjet propulsion system. One aspect of
the program is to conduct atmospheric testing of a subscale research
vehicle from M=5 to 10 starting in 1998. The subject production effort
is for the procurement of four complete Hyper-X research vehicles, one
research vehicle to booster adapter and up to 30,000 labor hours of
post vehicle delivery technical support. The conduct of the effort
shall require a SECRET security clearance. It is expected that a
cost-reimbursement-incentive-fee type contractual arrangement will
apply. The release of the solicitation is planned for on or about
October 4, 1996. All responsible sources may submit an offer which
shall be considered by the Agency. An ombudsman has been appointed to
hear concerns from offerors, potential offerors, and contractors during
the preaward and postaward phases of this acquisition. The purpose of
the ombudsman is not to diminish the authority of the contracting
officer, the Evaluation Team, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
