415/768-2109. Bechtel National Inc (BNI) acting as agent for the US
Army Corps of Engineers on the Chemical Stockpile Disposal Program, is
seeking sources for an improved automatic continuous air monitoring
system (IACAMS). BNI anticipates award of a firm, fixed-price contract
for delivery of two first article test samples (FATS) to be delivered
no later than November 15, 1997. Upon successful completion of the
acceptance testing of the FATS, BNI anticipates exercise of a firm,
fixed-price option for delivery of an IACAMS consisting of
approximately 100 monitors no later than November 1998. The contract
will contain firm, fixed-price options for delivery of IACAMS to each
of six other sites. If all options are exercised, BNI will procure a
total of 7 systems of approximately 100 monitors each. The contractor
will design, build and test an IACAMS capable of quantitatively
detecting agents BG (sarin), VX (nerve gas), and HD (mustard). The
monitors will be capable of near real time single agent sampling and
detection at the maximum permissible limit (MPL), immediately dangerous
to life and health (IDLH), gross level detector (GLC), allowable stack
concentration (ASC), and time weighted average (TWA) levels. The
monitors shall be capable of multi-agent (i.e., GB, VX and HD) sampling
and detection at the ASC and TWA levels. The IACAMS will be fabricated
of commercially available commodities and components. It will, as a
minimum, consist of an air sampling function (ASF), gas chromatograph
function (GCF), and a standard computer to control all monitors and
functions. The GCF will permit the detection of phosphorus and sulfur
in both singular and simultaneous modes. Computer hardware will
incorporate current, state of the art technology. The factor testing of
the IACAMS must be conducted by the contractor at an agent certified
facility. A list of agent certified facilities will be provided with
the RFP. The contractor must have a quality program which meets, or can
be upgraded to meet, the requirements of ANSI/ASQC Q9001. This
procurement is unrestricted with regard to business size. This notice
