CONSULATE OFFICE BUILDING FACILITIES IN ISTANBUL, TURKEY SOL

State, Office of Foreign Buildings Operations (FBO) is seeking to
pre-qualify bidders for the electrical, mechanical and security upgrade
of the US Consulate in Istanbul, Turkey. The project includes the
renovation of approximately 4900 square meters including areas of the
Palazzo, Annex Buildings and the Chancery buildings. Renovation will
include new lighting and electrical distribution systems, new emergency
generator, new HVAC system, new perimeter guard houses, reconfiguration
of the Marine guard booths and public access facilities, and various
other security improvements, and sitework. Throughout the period of
construction, the Consulate must be able to conduct its regular
full-scale operations and make daily use of the premises and
facilities. Little or no swing space or on-site storage will be
available. The estimated cost of construction is between $5,000,000 and
$6,000,000. The duration of the project will be approximately 500
calendar days from execution of the contract. The contract type shall
be firm fixed price. Prospective bidders interested in this project
must possess or be able to obtain a Department of Defense (DOD) SECRET
Facility Security Clearance (FCL), issued in accordance with the
National Industrial Security Clearance (FCL), issued in accordance with
the National Industrial Security Program Operation Manual, DOD
5220.22M, in order to be awarded this contract. Specifically designated
personnel assigned to this contract must also possess a SECRET personal
security clearance issued by the Defense Industrial Security Clearance
Office (DISCO). If the apparent successful low-bidder does not possess
the necessary DOD facility security clearance, they will be sponsored
by the Department of State. Sponsorship does not guarantee that a firm
will receive the clearance. A period of not more than 120 calendar
days from the date of notification to the apparent successful bidder
will be allowed to obtain the necessary security clearances. Failure to
obtain security clearances in this time period may be grounds to
disqualify the apparent successful bidder. Firms which form joint
ventures must also comply with the above facility and personnel
security clearances. Prospective bidders must meet the following
pre-qualification criteria, and provide details of their qualifications
in writing, in order to receive the solicitation: A) provide data
assuring financial capability of performing the work, including the
ability to obtain the necessary bonding requirements for overseas work;
B) show experience in completing similar construction/renovation
projects between $5 and $6 million; C) show successful completion of
similar projects outside the continental US, Alaska and Hawaii; D) show
successful completion of similar construction/renovation projects where
the facility was fully operational during project execution; E) have
the capability to meet the requirements of the Secretary of the
Interior's ``Standards for Historic Preservation Projects''; and F)
satisfactory performance on a similar US Government contract, if any.
Although previous ongoing performance of a similar US Government
contract is not a requirement, if such contracts have been performed,
the prospective bidder must have performed satisfactorily on such a
contract. A pre-bid conference will be held in Istanbul, Turkey, at
each prospective bidder's own expense, but no security clearance will
be required for attendance. Interested bidders must request, by mail or
facsimile, a pre-qualification application within fifteen (15) days of
