This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those effective through Federal Acquisition Circular 90-39. The standard Industrial Classification Code is 7377. The period of performance is November 1, 1996 thru October 31, 1997 with (1) one-year option. FOB point is DESTINATION. FAR provision 52.212- 1, Instructions to Offerors - Commercial, applies to this acquisition, there are no addenda to the provision. Offeror shall include a complete copy of provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition, there are no addenda to the clause. Offers are due 15 days from the date this notice is published. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
