576-4849 The U.S. Department of Energy (DOE) is planning to issue a
second draft Invitation for Bid (IFB) for removal, treatment, and
disposal certification of transuranic waste presently stored at the Oak
Ridge National Laboratory (ORNL). The draft IFB will be released on or
about October 11, 1996. The first draft, released on May 1, 1996,
required the treatment of approximately 700 cubic meters of remote
handled transuranic sludges stored in below grade tanks and included an
option for the treatment of the supernate. As a result of the DOE
expediting its mission of nuclear waste cleanup, it is necessary to add
the balance of the alpha low level/transuranic solid waste inventory to
the existing solicitation. The additional waste streams amount to
approximately 900 cubic meters of contact handled alpha low
level/transuranic waste in drums and boxes, and 150 cubic meters of
remote handled alpha low level/transuranic waste in concrete casks. The
solid waste is a heterogeneous mixture primarily consisting of glass,
plastic, tubing, filters, pumps, protective clothing, metal cans/drums,
glove boxes, etc. and has not been adequately characterized to
determine if it is alpha low level or transuranic waste. The treatment
of the supernate has now been included as a requirement. All waste
must be treated to meet Resource Conservation and Recovery Act (RCRA)
Land Disposal Restrictions (LDR) and the Waste Isolation Pilot Plant
(WIPP) Waste Acceptance Criteria (WAC), or the Nevada Test Site (NTS)
WAC, depending on the activity of the final waste form. It is still the
intent of DOE for this project to be totally regulated by external
organizations such as the Nuclear Regulation Commission (NRC), U.S.
Environmental Protection Agency (EPA), and Occupational Safety and
Health Administration (OSHA), etc. The purpose of the second draft IFB
is to allow prospective offerors an opportunity to comment on the
inclusion of the additional waste streams and on the other terms of the
solicitation, many of which have been changed as a result of comments
received on the first draft. The draft IFB will be available on the
Internet at the Oak Ridge Operations Office, Procurement and Contracts
