SERVICES - REGIONWIDE Sol. GSO5P96GAD0276. POC: Questions may be

supplemental architectural-engineer, (A/E), contract is an indefinite
quantity contract obligating the A/E to provide the expertise of
various cost estimating disciplines (i.e., architectural, civil,
structural, mechanical, and electrical) when required by individual
work order modifications to the contract which will be negotiated for
specific projects. Projects accomplished under these contracts will be
primarily cost estimating in nature and may include the preparation of
construction cost estimates at several stages of design development, as
well as for change orders during construction, within the geographic
borders of the Great Lakes Region, during a one year period. The Great
Lakes Region consists of the following states: Illinois, Indiana,
Michigan, Minnesota, Ohio, and Wisconsin. The contract will be
renewable at the unilateral option of the Government for up to four
additional one year periods. The maximum order limitation is
$200,000.00 for each one year period. Consideration will be limited to
firms having an active production office within the Chicago
metropolitan area. Respondents must demonstrate the capability to
perform all contract services in existing production offices located
within the geographic limitation. Selection will be based upon: 20% for
organization (management plan, work load and methods of operation); 30%
for estimating ability (estimating techniques and capabilities); 25%
for past performance record (performance on similar projects); and 25%
for proposed team (qualification and relevant experience as
individuals and as a team). A/E services may also include assisting the
GSA staff engaged in in-house estimating, Life Cycle Costing, and
negotiations with construction contractors. Estimated contract start
date is July 16, 1996. Responses must be received at the above
referenced address no later than 30 calendar days from the date of this
notice, by 4:00 P.M., Chicago time. If the 30th day falls on a
Saturday, Sunday, or U.S. Government holiday, the deadline will be 4:00
P.M., Chicago time, on the next Government business day. All firms must
indicate on their responses whether they are a small business concern.
This solicitation is open to all businesses in accordance with the
Small Business Competitive Demonstration Program, and all large
businesses will be required to negotiate a subcontract for small and
small disadvantaged business concerns prior to contract award. A
follow-up listing of firms to be interviewed will appear in this
