synopsis/solicitation This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Proposals
are being requested and a written solicitation will not be issued.
Solicitation No. AED-97-262 herein is a Request for Proposal. The
Nuclear Regulatory Commission (NRC) intends to enter into negotiations
with GE Nuclear Energy on a sole source basis for a GE training course
entitled, ''BWR Nuclear Engineering Course.'' The following areas of
instruction are to be presented: core physics, fuel design (present and
prototype) control rod design (present and prototype), thermal
hydraulics, the latest 3D Monicore software, and core operating
strategies being used to inspect BWR licensees. This course will
facilitate NRC Inspectors in performing inspection of GE BWR licensees.
The 10 day, 80 hour training course will be taught at the NRC Technical
Training Center in Chattanooga, Tennessee. The contractor must have
facilities and resources sufficient to prepare course-related material.
The period of performance will be one (1) year with four (4) one year
optional years. It is estimated that one (1) course presentation per
year will be required. The Government intends to negotiate solely with
GE Nuclear Energy, 175 Curtner Avenue, San Jose, CA 95125, for a firm
fixed priced requirments contract for presentation of the training
course referenced above. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-32. FAR 52.212-1 Instructions to Offerors- Commercial
Items, and 52.212-4 Contract Terms and Conditions-Commercial items
applies to this acquisition. Offeror must include a completed copy of
provision at 52.212-3 Offeror Representations and
Certifications-Commercial Items with its offer. FAR 52.212-5 Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition with the following
additional clauses: 52.219-8 Utilization of Small Business Concerns and
Small Disadvantaged Business Concerns; 52.222.26 Equal Opportunity;

resumes demonstrating as a minimum, two qualified instructors with

(15) calendar days from the date this announcement first appears in
