(703) 602-0951. The Naval Sea Systems Command intends to issue a sole
source solicitation to Horrigan Analytics, Suite 1001, 1460 N. Sandburg
Terrace, Chicago, IL 60610 under the authority of 10 U.S.C. 2304(c)(1).
This procurement will acquire the services to develop and test a
Configured Minefield System Analyzer (CMSA) for ultimate use by the
Fleet as a real time Tactical Decision Aid. The CMSA will be developed
in four tasks. Each effort will utilize products of configural
minefield theory research to account for: minefield penetrability,
minefield traffic, minefield induced damage, stopping criteria,
multi-place, mine setting selections, potential countermeasures, and
mission oriented ship count selection. For each task there will be
developed: architecture and computational modules with accompanying
definitions and descriptions, a user's guide, and an executable code
and source code. To date, Horrigan Analytics has performed all of the
configural minefield theory research; hence, it is the only company
which possesses the in-depth technical and theoretical knowledge to
satisfactorily perform the work under the contract contemplated herein.
