INDUSTRY BRIEFING FOR CONTRACTUAL SUPPORT OF THE PACIFIC RANGES AND FACILITIES EQUIPMENT AND ASSOCIATED SERVICES POC Lenette Santana, Contract Specialist, 805-989-0555. The Naval Air Warfare Center Weapons Division (NAWCWPNS), Point Mugu, CA, plans to hold an Industry Briefing on 6 November 1996, from 0900-1700 at the Radisson Suite Hotel, 2101 West Vineyard Avenue, Oxnard, CA, for two upcoming contractual requirements. The Pacific Ranges and Facilities Department includes the Sea Range at Point Mugu, CA, which is comprised of various test sites including Santa Cruz Island, San Nicholas Island and Santa Rose Island. However, secondary sites that may be supported through these contracts are the Land Range and Electronic Combat Range (ECR) at China Lake, CA and the NAWCWPNS Detachment at White Sands Missile Range, New Mexico, and other off-site locations that have a mission or requirement connected to the mission of the primary sites covered by these contracts. Support may include any range consolidations that may occur during the life of the contract. Each contract will provide the core requirements to support essential services to the specific range's testing and operational needs. However, each contract will allow for the procurement of support identified as other than a core requirement, such as, but not limited to, temporary increase in testing or improvements to range capabilities, and functionally specific to the contract. 1. Sea Range Technical Engineering Support includes, but is not necessarily limited to, systems engineering, such as, determining specifications, identifying and resolving interface problems, developing test requirements, evaluating test data and supervising design and technical direction support services, such as, determining parameters, and resolving technical controversies. Range instrumentation support includes surveillance, tracking, measuring and scoring equipment for above, on and below the surface of the ocean, communications for command and control, recording and displaying data, telemetry and systems for automatic acquisition, storage, manipulation, management, movement, control display, switching, interchange, transmission or reception, of data or information. These may include new systems, modifications to existing systems and the support equipment, including automatic test equipment, for new or existing range and threat simulation systems and subsystems. These functions are currently being performed by SRS Technologies in support of the Sea Range at Point Mugu, CA. At this time NAWCWPNS anticipates the proposed requirement to be set aside for small business concerns, and expects the award of a cost plus award fee, indefinite delivery, indefinite quantity type contract using best value source selection. The new effort is scheduled to being 1 May 1997. Secret facility and personnel security clearance will be required. 2. Pacific Ranges and Facilities Operation, Maintenance and Services for data collection equipment, computer systems, and data display devices, and related services includes, but is not necessarily limited to, collecting, transmitting, preparing, processing, tabulating, plotting, and displaying scientific and technical data that are derived from or developed for, flights and tests of rockets, missiles, satellites, test vehicles, aircraft, ships, targets, land vehicles, and other devices associated with Department of Defense programs and related services. These services include operating and maintaining various electronic instrumentation systems and sites for the purpose of collecting trajectory and telemetry test data, command-destruct sites, airborne surveillance radar, automatic and semi-automatic data reduction assessment, plotting and display equipment used in real-time to support NAWCWPNS operations and operational range control, target control systems, operational display systems, and range instrumentation interfaces; performing data interfacing, software analysis and support to develop, modify, convert, and maintain computer coded production and special purpose data reduction procedures; handling, distributing, storing and disposing of all types of operational and classified data. These functions are currently being performed by Computer Sciences Corporation (CSC) in support of the Sea Range at Point Mugu, CA. The previous contract was unrestricted. At this time, NAWCWPNS anticipates the award of a cost plus award fee, indefinite delivery, indefinite quantity type contract using best value source selection. The new effort is scheduled to begin 1 October 1997. Top Secret facility and personnel security clearances will be required. The purpose of the briefing is to inform prospective contractors of the Government's requirements and to determine if sufficient competition exists among qualified, capable and interested 8(a) and small business concerns. Attendance at the briefing will be limited to 2 representatives from each responding company. The briefing will be unclassified. The briefing may be recorded on video tape. Companies interested in the possibility of providing the described services will be asked to respond to a contractor profile data questionnaire concerning their company and its qualifications, including staffing, financial, technical capabilities, security clearances and company background and experience. The required format will be identified in the information packages and must be submitted no later than 5 December 1996.
