originally publicized in the CBD dated 26 Sep 1996. This is a revision
to the description of services required. The U.S. Coast Guard is
seeking professional engineering services to support the design efforts
of thein-house Coast Guard design team for the replacement of the Coast
Guard Island bridge in Alameda, CA. Project elements include: 1) Permit
and regulatory application preparation and follow-up 2) Geotechnical
investigations both on land and under water3) Hazardous materials and
contaminated soils investigations 4) Topographic, hydrographic and
boundary surveys 5) Wetland surveys 6) Water and sanitary services
studies. Delivery schedule for the engineering studies, surveys and
reports isapproximately forty-five (45) days after Notice to Proceed.
Preparation of permit and regulatory applications will be coordinated
with the design schedule and will be delivered approximately six (6)
months after Notice to Proceed. Estimated award datefor the contract
will be in January 1997. The team shall include, as a minimum, the
following professional representation: Civil, geotechnical, bridge and
environmental engineering, and surveyor. Qualified firms desiring
consideration shall submitSF-255 including an organizational chart of
key personnel to be assigned to this project, current SF-254, and
consultants' current SF-254's. Submittals (one copy) must be received
by this office by close of business 28 October 1996 to be
considered.Significant evaluation criteria in descending order of
importance are: (1) Professional qualifications of individual team
members performing the work. The capabilities of the individual team
members include Professional Registration and demonstrableexpertise in
the specialized areas necessary to accomplish the project. Surveys and
reports shall be stamped by professionals licensed in the state of the
project; (2) Experience in coordinating with, and preparing permit and
regulatory applicationsfor, the local, regional and federal regulatory
agencies having jurisdiction at the project site. Permitting
experience shall include bridges over navigable waterways and roadway
projects; (3) Record of performance by the team on previous similar
work;(4) Team's management and organization, their approach to
establishing an effective working relationship with the US Coast Guard,
and their ability to provide effective project design controls and cost
containment measures; (5) Capacity of team toaccomplish work in the
required time giving consideration to the team's current workload; (6)
Proximity and familiarity of the engineering firm,
environmental/regulatory consultants, and the Project Manager to the
project site; (7) Minority and womenemployment of principal firm and
subconsultants. Provide the number of minorities and women in all
relevant job classifications and pay scales that will actually work on
the project in comparison to the total number of personnel that will
