The work to be performed consists of furnishing all labor, equipment,
fuel, transportation, tools, supplies, supervision, and management
necessary to perform the cleaning, solid waste collection and hauling,
litter pickup, mowing, trimming, and optional rip-rap spraying at U.
S. Army Corps of Engineers facilities located at Lindy C. Boggs Lock
and Dam, John H. Overton Lock and Dam, Lock and Dam No. 3, and Central
Maintenance Unit on the Red River Waterway in Louisiana; and for
janitorial services at the Central Maintenance Unit office. If
approved, four (4) option years may be included in the resulting
solicitation prior to negotiations. Selection of a contractor will be
made by an integrated assessment of the proposals submitted. The
integrated assessment will involve a determination by the Government of
the overall merit of each offeror's proposal. All offeror's proposal
will be comprised of a technical, management, and cost proposal. The
technical proposal will be evaluated for (a) understanding the contract
requirements; (b) proposed staffing; (c) proposed equipment. The
management proposal will be evaluated for (a) prior staff supervisory
and management experience in cleaning and mowing operations or other
similar multi-tasked work; (b) adequacy and reasonableness of work
plans; (c) adequacy and reasonableness of personnel management policies
and procedures; (d) prior experience and past performance as a
contractor in the cleaning or mowing operations or other similar
multi-tasked work. Technical and management proposals will be assigned
a numerical score. This evaluation will be accomplished without
reference to cost. Cost proposals will not be scored, but will be
evaluated for reasonableness by cost/price analysis. The total
estimated contract cost, to include the base year and four option
years, will be considered as an independent element from the technical
and management proposals. Cost proposals will be reviewed for
completeness, credibility, and compatibility with the technical and
management proposals. Award will be made to the highest evaluated
offeror whose offer conforms to the solicitation and has been evaluated
as most advantageous to the Government considering all factors
including technical, management, and cost. All responsible sources may
submit a proposal which shall be considered. Issue date on or about 8
