Contract Specialist (719) 567-3839. The 50th Space Wing is seeking
qualified contractors to provide all labor, materials, tools, and
equipment necessary to complete the following work summarized: Test
calibrate and repair or replace all watt transducers in the Central
Power Plant Control System. This service is to include scaling to
facilitate ``Load Shredding'' in the existing PLC control system.
Contractor must know the existing computer program extremely well and
have his own copy. The system in place for controlling the Central
Plant is comprised primarily of Reliance Electric Automate equipment.
The system includes full redundant I/O, both Analog and Digital. The
system controls the emergency power for the base and also facilitates
``Load Shredding'' in the event of a lose of power. The code was
written by Daniel Control Systems using Reliance Electric ladder logic.
The system determines correct engine sequences. Communication between
the Automate 15's and the Automate 40 Redundancy system is digital. In
the event of a loss of primary utility power, seven Stewart and
Stevenson diesel generators are brought on line. If the first generator
fails to start, the next generator selected will start. This is
determined by operator input using Binary Coded Decimal thumbwheel
switches. This sequence is also displayed Digitally. The Operator
Interface to the system is comprised of a Xycom Industrial Computer
running the Interact Panel Tool Kit, Graphics Monitoring Module, and
Alarm Management Module. A redundant ``Run Time'' system is running
simultaneously on a base supplied desk top personal computer. Paladin
watt transducers are implemented at each breaker. These transducers
measure load at each of the breakers and send a 4-20 ma signal to the
redundant Analog Inputs. The redundant I/O remains idle until a Fault
Coil is energized in the appropriate ERMINE block in the program. Three
redundant networks are in place in the system. First, R-NET to
facilitate communications with the Operator Interfaces. Second, REMOTE
I/O to handle the Digital and Analog Redundant Input and Outputs.
Third, the Reliance Electric Redundancy Network controls the ``Bumpless
Transfer'' of information from processor in the event of a primary rack
failure. The I/O is structured so that all Inputs are read into the CPU
in parallel. In other words, if one hardware input fails, the other one
will energize. MOVE blocks are implemented to detect such an input
failure. CPU power is delivered to the system using DC and AC inverters
with the base UPS delivering primary DC power to them. The programming
mechanisms in place are the Reliance Electric APS, APX and UP/DOC
software packages. All generator controls are handled synchronously
through the Automate 15 control systems. In effect, there are eight
different control systems operating in the system. Performance period
is 15 Nov 96 to 30 Sep 97. All responsible sources may submit a
