Prevention, Education, and Control (OPEC) of the National Heart, Lung,
and Blood Institute (NHLBI) seeks a contractor for planning,
developing, implementing, and evaluating health communication products
and activities for NHLBI education programs and other technology
transfer activities. Responsibilities of the contractor include, but
are not limited to: 1) project management and administration
responsible for developing, implementing, and maintaining a project
management and administration plan that can both forecast and report
information regarding staff time and resources allocated and used for
each project; 2) marketing-based communications planning for producing
creative and innovative communications projects to support the public
education goals of NHLBI and its education programs/initiatives; 3)
skills and experience in segmenting and understanding audiences; 4)
concept development and message testing as they apply to
appropriateness of the products for the target audience; 5) materials
development and distribution for the design and production of a variety
of mass media communications materials, i.e., TV PSAs, radio PSAs,
etc.; 6) evaluation activities designed and carried out that will both
capture the results of individual projects and provide direction for
new projects; 7) development of communications strategy documents
providing a review of research and shared perspectives about target
audiences, messages, and communication channels that guide long-term
communication activities; 8) involvements with constituents and users,
i.e., conduct user events, attending committee meetings; 9) research
translation support for communications and logistical support for
special NHLBI research translation and dissemination efforts, i.e.,
press conferences, clinical alerts, etc.; and 10) development of
innovative programming for radio. The intended procurement is a
recompetition of contract N01-HO-29023. The government intends to award
one contract for a period of five years. This is not a Request for
Proposals. RFP NHLBI-HO-97-04 will be available on or about November 8,
